It sure does. However, it’s infinitely more difficult to justify not improving yourself over say an opportunity to hang out with your friends at the club. Especially if there’s some career goal you’re chasing.

This would also imply that self-improvement is not something that’s a priority at the moment. I can see scenarios where that’s the case — time with family being the most obvious one — but it’s not the most common experience.
